USPAP Requirement

The State Assessors Board has established the Uniform Standards of Professional Appraisal Practice (USPAP) as a mandatory renewal class which all assessing officers must complete once in a five-year period. The current five-year period is October 1, 2006 through October 31, 2011. A USPAP renewal class can also be applied toward the annual renewal requirement in the annual renewal period that it is taken (an exception was the 2007-2008 annual renewal period due to the mandatory annual renewal program for that period).

The State Assessors Board provides an Internet option for meeting the USPAP renewal requirement. Access an on-line USPAP quiz which, when successfully completed, satisfies the State Assessors Board USPAP renewal requirement. Users of the on-line quiz will likely find it necessary to have a copy of the Appraisal Foundation's Uniform Standards of Professional Appraisal Practice book. To request a copy of the Uniform Standards of Professional Appraisal Practice book published by the Appraisal Foundation for use in completing the on-line USPAP quiz, complete Form 4669, State Assessors Board Uniform Standards of Professional Appraisal Practice (USPAP) Request. There is a charge of $18.50 for the USPAP book. An assessing officer may only order the Appraisal Foundation's Uniform Standards of Professional Appraisal Practice book once through the State Assessors Board during the five-year USPAP renewal period.

Although the State Assessors Board provides an Internet option for fulfilling the USPAP renewal requirement as a convenience to Michigan assessing officers, attendance of a USPAP renewal class in a traditional classroom setting is strongly encouraged. And it should be noted that attendance of a USPAP renewal class in a traditional classroom setting is sufficient to meet the USPAP renewal requirement. Completion of the on-line quiz is not necessary for those who attend a classroom-style USPAP program.

The State Assessors Board is willing to partner with instructors and local, regional, and statewide associations of assessing professionals to provide traditional classroom-style USPAP renewal sessions. The State Assessors Board can make renewal class materials available for this purpose; students expecting to attend a classroom-style renewal session can order the Appraisal Foundation's Uniform Standards of Professional Appraisal Practice book at the reduced cost of $18.50 per book by completing Form 4669, State Assessors Board Uniform Standards of Professional Appraisal Practice (USPAP) Request. Parties interested in having the State Assessors Board provide renewal class materials may contact the State Assessors Board at 517-373-8320 or State-Assessors-Board@Michigan.gov.

The State Assessors Board also has a USPAP course requirement for level 3 and level 4 certification. USPAP renewal credit can be granted to assessing officers who successfully complete the USPAP course requirement. A home study course designed to allow students to meet the level 3 and level 4 USPAP course requirement has been created by the State Assessors Board. Students who order the home study USPAP course and successfully complete the examination for the course are granted credit for meeting the USPAP renewal requirement. The USPAP home study course (titled "Appraisal Standards and Ethics") can be ordered using Form 4291, State Assessors Board Home Study Courses Levels 1-4.

If an assessing officer would like to meet the State Assessors Board USPAP renewal requirement by taking a USPAP course through an organization other than the State Assessors Board, it is the responsibility of the assessing officer to submit proof to the State Assessors Board to obtain USPAP renewal credit. A USPAP course completion certificate can be used to prove fulfillment of the State Assessors Board USPAP renewal requirement.
