MSHDA has changed the name of the Emergency Shelter Grant (ESG) to Emergency Solutions Grant as enacted in the Homeless Emergency Shelter Rapid Transition to Housing (HEARTH) Act on May 20, 2009. The Emergency Solutions Grant Program sets a minimum percentage for the amount of funds that a Continuum of Care Body must spent on homelessness prevention and rapid re-housing activities.
ESG funds may be used for financial assistance, housing stabilization services, operating expenses, and continuum of care coordinating expenses. Funds are distributed annually through allocations to community-based CoC Planning Bodies. These CoC Bodies, in turn, make funding recommendations for local programs. Grants awarded to eligible organizations through this process will be issued for a six month term (April 1, 2010 - September 30, 2010).

Application Filing Instructions
All Emergency Solutions Grant (ESG) applications must be submitted via the HALO System by February 16, 2010.
The application for 2010 ESG Program funding includes three primary components:

2010 Notice of Funding Availability (NOFA)

2010 Continuum of Care Planning Update (Exhibit 1), due February 16, 2010.
- 2010 ESG Program Application, available via HALO February 3, 2010.
The CoC Planning Body must submit one 2010 Continuum of Care Planning Update (Exhibit 1) on behalf of the entire community. Eligible homeless service programs may only submit program applications via HALO for projects and funding amounts that are recommended by the CoC Planning Body in Exhibit 1.
