State Aid, Penal Fines, and Library Statistics State aid grants to libraries are per capita grants awarded annually to public libraries, according to statute.
Penal fines are distributed to public libraries by county treasurers. The amount is determined yearly based on population and local laws.
Statistical data is submitted by libraries annually via the Annual Report/State Aid Application. Data is reviewed, analyzed, compiled and submitted to the Federal Government via the PLSC program.
