October 13, 2009

The Michigan Public Service Commission (MPSC) today approved settlement agreements that reconcile the 2008 power supply costs of six Michigan electric utilities, and it approved a rate increase for Homeworks Tri-County Electric Cooperative.

In Case No. U-15402-R, the MPSC approved a settlement agreement that found Wisconsin Public Service Corporation had a net under-recovery of $138,388, which will be rolled into the utility's 2009 power supply cost recovery (PSCR) reconciliation.  The utility, MPSC staff, and SFK Pulp Recycling U.S. Inc. participated in the settlement proceeding.

In Case No. U-15407-R, the MPSC approved a settlement agreement that found Midwest Energy Cooperative had a net over-recovery of $1,234,099 that it will roll into its 2010 PSCR plan, along with any additional 2009 over- or under-recovery.  The utility and the MPSC staff participated in the settlement proceeding.

In Case No. U-15408-R, the MPSC approved a settlement agreement that found Ontonagon County Rural Electrification Association had a net under-collection of $339,145 that it will roll into its 2010 PSCR plan, along with any 2009 over- or under-recovery.  The utility and the MPSC staff participated in the settlement proceeding.

In Case No. U-15409-R, the MPSC approved a settlement agreement that found Thumb Electric Cooperative had a net over-recovery of $338,360 that it will roll into its 2010 PSC plan, along with any 2009 over- or under-recovery.  The utility and the MPSC staff participated in the settlement proceeding.

In Case No. U-15413-R, the MPSC approved a settlement agreement that found Homeworks Tri-County Electric Cooperative had a net over-recovery of $1,418,348, which it began to refund through a 4 mills per kilowatt-hour credit in March.  The settlement also found an adjusted times interest earned ratio (TIER) of 1.62, which requires a $705,874 rate increase.  As a result, the average residential customer using 500 kWh will see an increase of $1.70 on their monthly bill

In Case No. U-15414-R, the MPSC approved a settlement agreement that found Edison Sault Electric Company had a net under-recovery of $515,657, which it will roll into its 2010 PSCR plan, along with any 2009 over- or under-recovery.  The utility and the MPSC staff participated in the settlement proceeding.

The MPSC is an agency within the Department of Energy, Labor & Economic Growth.
